Needs Repair Sony Handycam Dcr-trv280 Digital 8 Hi8 Camcorder

Camera is in excellent cosmetic condition but it is not working. The display works and the tape loads and unloads but when you hit play or record you just get a buzz and nothing else happens. I don't know anything about electronics repair so I am not sure what the problem is. Sold as is for repair. Camera is excellent cosmetically but the hand strap is starting to deteriorate. The bag is good except for a paint splatter (see last picture). I am not sure if the batteries are any good. Comes with everything you see in the photos.
